Where did Deactivated Users go?

Using "Conversations" I had some email failures so I deactivated those user accounts, but did not delete them because they still show up on the "members List" add on if I select non active members.... but I can not find them now in the full list of members, nor does the search filter provide the option for inactive or deactivated members. Does anyone know where I find? thanks.

Issue in Concrete5 8.1. If you deactivate a user, they do not show up in the members list anymore (and I can't reactivate them, causing problems)
