New user login errors on OSX

I have created a new user and assigned them a group.
I login using their details. The url indicates I should be on the sitemap page but the screen still just shows the login screen.
This has been tested in Safari 5 and Firefox 3.6.3 on a Mac running OSX v.10.5.8. Also failing on a PC with IE8 under Vista.
Does anyone else have issues? Or know how to resolve this?
