Anyone else have issues with PHP 5.2.12

Hello,
Has anyone else had issues installing on a server with PHP5.2.12?
I upload the files and load up the install screen. I have full check marks for each requirement. I put in the required info and then I get redirected to a page with the following error: This webpage is not available.
I have installed Concrete5 over 10 times, so I have to think it's either something with this host, maybe something with the latest release of PHP.
Any ideas anyone?

I just went to check the site.php file and found that it was empty.
Strange that the site.php was empty. Could it be a permissions issue?
It definitely sounds like a permissions issue, though why would it be able to create the file, but not write the contents?
