Technical help needed with login and advanced permissions for existing site

As you may know, Concrete5 has discontinued their paid support service which we have used in the past. We need help with our existing website in dealing with troubles with login and advanced permissions. The website has been operational for a year but we are about to open our new store and expand registration to 1500 members.
1. We can no longer change page permissions settings, and cannot add groups or users to permission settings.
2. A number of users (but not all) cannot login using IE but have no trouble with Firefox, Chrome or Safari.
There is some urgency in fixing these problems.

We are a non-profit volunteer hiking trail organization with modest (but available) budget in need of occasional expert technical support. Our web committee is retired IT professionals but we lack deep Concrete5 expertise. We would rather hike and build trail than get into the C5 internals swamp.
