New page from writer doesn't trigger the workflow

My problem in short: When my writers create a NEW page, the workflow isn't triggered. When the writer changes an EXISTING page the workflow is working well. Say: The editor gets notified and is able to approve or deny the new page version.

What am I missing?

A new page is first a DRAFT.

So you have to go to the Sitemap, show up the system pages and set the "Approve changes" permissions for the "Drafts" page. Then it works.
