using theme on login.php problem

I set the site theme to use the current theme of the site on the login.php single page. when i am loged in to the site the header blocks show on the page fine, but if i am not loged in no nav-area or header-area show up div tags are there but no content.
Any Ideas...

Are the changes you made still in "Preview Mode" perhaps? Those would show up when logged in but not otherwise.
yes the show up when i am logged only. the theme back ground shows but no header or footer blocks
Do you know what the "Preview Mode" is and how to "Publish" changes on a page?
