Why Do registered user have access to the dashboard??

desabled public profile (dont want one user to be able to copy the whole user list!!)
created a small link to user account (this needs to able to change is adress and others), strange that this screen doesnt have a return button its even more strange that this user (not and administrator know views and as access to the dashboard and edit bar!!!
Please help!! How can (stop user from viewing and have access) to this?
